Office Supplies Technical Proposal: Catalogue, Eco-Labels, and Logistics in Public Contracts

Office supply framework agreements are recurring, strategic contracts for local authorities. The buyer evaluates the proposed catalogue (range breadth, eco-labels), ordering platform, delivery logistics, and reporting.

Catalogue and eco-labelled products

The PNAD (National Sustainable Procurement Plan) targets 100% of supply contracts integrating an environmental clause. The buyer evaluates the percentage of eco-labelled products in your catalogue: EU Ecolabel, NF Environnement, PEFC/FSC (paper), Blue Angel. Aim for at least 50% labelled products and systematically offer an eco-responsible alternative for each product family.

Online ordering tool

Propose an intuitive ordering platform: online catalogue with search and filters (by family, eco-label, price), multi-user basket with approval workflows, order history, budget management by department. If the authority uses punch-out (integration into their procurement portal), specify your compatibility.

Reporting and management

Reporting is a growing scoring criterion. Propose monthly or quarterly reports: volumes and spend by department, top 20 ordered products, eco-responsible product rate, consumption trends.

Delivery logistics

Logistics quality is essential: guaranteed delivery time (D+1 or D+2 from order), free delivery above a reasonable threshold, point-of-delivery service (to office or department, not loading dock). For multi-site contracts, detail organisation: delivery frequency per site, individualised packaging per delivery point, returns and credit management.

Common errors

Catalogue without eco-label tags — The buyer will not search labels product by product. A catalogue without visual identification is penalising.

Non-guaranteed delivery times — Vague wording instead of firm commitments costs points.

No ordering platform — In 2026, paper or email ordering is a handicap.

No reporting — Missing consumption tracking deprives the buyer of an expected management tool.
