Halfway through 2026, AI has become a standard among SMEs regularly bidding on public tenders. We analyzed the figures: adoption, ROI, leading sectors, and what concretely changes in daily practices.

AI Adoption Among SMEs in May 2026

Based on our market observation and Maître AO user feedback, 31% of French SMEs bidding on at least 3 public tenders/year now use a specialized AI tool. This figure was 12% in May 2025 — nearly triple in 12 months.

Three factors explain this acceleration:

  • Price democratization: subscriptions dropped from €200-500/month in 2024 to €39-199/month in 2026.
  • Model maturity: Sonnet 4 and GPT-5 handle a complete DCE (200-300 pages) without error, impossible in 2023-2024.
  • Increased competition: with 87,000 contracts/year and 4.3 average bidders, AI-equipped SMEs win on average 2.7× more contracts than those drafting manually.

Measured ROI: What AI Really Brings to SMEs

Across 1,200 SME users of Maître AO, average ROI is ×18 (value produced / subscription cost). For a Pro-plan SME at €79/month, that means about €1,400 of value generated per month on average.

The distribution is uneven:

  • 30% of SMEs achieve ROI ×30-50 (intensive use, 5+ tenders/month, competitive sectors)
  • 50% of SMEs achieve ROI ×10-25 (regular use, 2-4 tenders/month)
  • 20% of SMEs achieve ROI ×3-8 (occasional use or very specialized sectors)

The #1 ROI factor is not SME size but usage regularity.

The 5 Leading Sectors in AI Adoption

Not all sectors adopt AI at the same pace. Our observation across 1,200 SME users:

  1. Construction (38% of users) — Most represented sector. Very high contract volume, complex DCEs, strong competition. AI saves 25-30h per DCE.
  2. Business services (22%) — Cleaning, security, surveillance. Recurring contracts, IA-standardizable proposals.
  3. IT (14%) — Software, IT services, cybersecurity. Strong competition with ESNs.
  4. Energy & environment (11%) — Maintenance, renewables, insulation.
  5. Training & intellectual services (9%) — Consulting, professional training.

What Concretely Changes in Daily Practices

AI has concretely transformed the tender response production chain. Changes observed in May 2026:

Before AI: a typical response cycle took 20-40h over 5-10 days, mobilizing 2-3 people.

With AI: the same cycle takes 3-5h over 1-2 days, mobilizing 1 person. Time saved is reinvested in:

  • Response volume (×2-3 at constant team)
  • Personalization quality
  • Commercial prospecting in parallel

A 2026 novelty: active renewal monitoring. Equipped SMEs identify contracts coming up for renewal 6-12 months ahead via DECP data and prepare candidacies 3 months in advance.

Outlook for H2 2026

Three trends will structure H2 2026:

1. AI as market expectation. For recurring tenders, buyers are starting to implicitly value candidates demonstrating AI mastery in their methodology. It has become a modernity signal, like ISO certification 10 years ago.

2. Sector specialization. Generalist tools (ChatGPT) remain used as complement, but SMEs now prefer specialized French public procurement tools for complete dossier production.

3. European SME internationalization. French public tenders are accessible to Spanish, Italian, German SMEs via directive 2014/24/EU. With multilingual AI tools like Maître AO, these SMEs can now bid on French tenders in hours rather than weeks.

Our prediction for December 2026: 50% of French SMEs active on public procurement will be AI-equipped.
