Public procurement: an underexploited opportunity for SMEs
In France, public procurement represents more than 200 billion euros per year. The law requires contracts to be divided into lots accessible to SMEs. Simplified procedures represent the majority of consultations.
Step 1: Identify the right tenders
Focus on contracts matching your core business, geographic area and financial capacity. Main platforms: BOAMP, OJEU, public authority buyer profiles.
Step 2: Download and analyze the tender documents

Step 3: Decide Go or No-Go
Ask yourself: does the contract match my skills? Do I have the references? Is the budget realistic? Do I have time for a quality response?

Step 5: Write the technical proposal
Follow the structure imposed by the consultation rules. Golden rule: personalize each section by citing the specifications. The evaluator must feel you wrote this proposal specifically for their contract.
Step 6: Price and verify
Fill in the bill of quantities with realistic prices. Check consistency between technical and price offers. Have a colleague review the complete file.
Step 7: Submit with margin
Submit on the platform at least 48 hours before the deadline. Test your electronic signature beforehand. Keep the acknowledgment of receipt.
