Demolition contracts in public procurement — building demolition, selective deconstruction, interior stripping, asbestos removal — are high-risk, high-regulation operations. The buyer needs absolute confidence in your safety management, waste handling, and regulatory compliance. Your technical proposal must demonstrate mastery of hazardous materials, structural stability management, and environmental protection throughout the demolition process.

What the buyer evaluates in a demolition proposal

Demolition contract evaluation is dominated by safety and environmental criteria. The buyer assesses: your demolition methodology (top-down, mechanical, implosion) adapted to the building and site constraints, your hazardous materials management (asbestos, lead, PCBs, hydrocarbons), your waste management plan (sorting, recycling, disposal routes), your structural stability assessment during phased demolition, your site safety plan (exclusion zones, dust and noise control), and your environmental protection measures (water, soil, neighbouring buildings).

Site safety

Detail your safety plan: exclusion zones, structural stability monitoring during phased demolition, dust and noise control measures, personnel qualifications (CACES demolition, working at height, asbestos), emergency procedures. A site-specific PPSPS is mandatory.

Common mistakes in demolition proposals

Inadequate asbestos procedures — Failing to detail your asbestos removal methodology, containment, air monitoring, and waste disposal route is a critical omission for pre-1997 buildings.

No waste recycling targets — Simply stating "waste will be disposed of" without recycling targets and specific disposal facilities is insufficient. The 2022 PEMD diagnostic mandate expects high recycling rates.

Missing structural assessment — Not explaining how you ensure structural stability of retained elements during phased demolition is a safety red flag.

Generic safety plan — A safety plan that doesn't reference the specific site hazards, neighbouring structures, and environmental receptors is unconvincing.
