Costed reversibility plan, open export formats, handover time. This has become a central criterion in public digital contracts.

GDPR, hosting and security

Data location, declared subprocessors, technical and organisational measures. Hosting outside the European Union must be justified.

Mistakes that get a bid rejected

Specific to this sector, not generic advice.

  • Referring to the vendor general terms instead of answering the specification. Vendor terms never override a public specification.
  • Saying nothing about end-of-contract reversibility. A missing exit plan is increasingly scored as a major risk.
  • Presenting response times without tying them to contractual service levels and penalties.

Required documents and qualifications

  • HDS : Health data hosting certification, mandatory as soon as medical data is involved.
  • ISO 27001 : Information security management system. Strongly valued on sensitive contracts.
  • SecNumCloud : National cybersecurity agency qualification for cloud offerings. Required on some state contracts.
